the latest round in the companies\u2019&nbsp;<a href=\"https:\/\/fortune.com\/2026\/03\/05\/anthropic-openai-feud-pentagon-dispute-ai-safety-dilemma-personalities\/\">ongoing feud<\/a>&nbsp;over AI safety and regulation, as their&nbsp;<a href=\"https:\/\/fortune.com\/2026\/03\/05\/anthropic-openai-feud-pentagon-dispute-ai-safety-dilemma-personalities\/\">CEOs have traded&nbsp;<\/a>internal and&nbsp;<a href=\"https:\/\/fortune.com\/2026\/02\/19\/openai-anthropic-sam-altman-dario-amodei-refused-to-hold-hands-ai-super-bowl-ad-war-ceos-big-tech-conflict\/\">public barbs<\/a>&nbsp;over each other\u2019s approach.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OpenAI is backing&nbsp;<a href=\"https:\/\/ilga.gov\/Legislation\/BillStatus\/FullText?GAID=18&amp;DocNum=3444&amp;DocTypeID=SB&amp;LegId=166392&amp;SessionID=114\">SB 3444<\/a>, under which frontier AI developers would not be liable for causing death or serious injury to 100 or more people or causing more than $1 billion in property damage. This protection includes cases when AI causes or materially enables the creation or use of chemical, biological, radiological, or nuclear weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This week, Anthropic said it opposes the bill,&nbsp;<a href=\"https:\/\/www.wired.com\/story\/anthropic-opposes-the-extreme-ai-liability-bill-that-openai-backed\/\"><em>Wired<\/em><\/a>&nbsp;first reported.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are opposed to this bill. Good transparency legislation needs to ensure public safety and accountability for the companies developing this powerful technology, not provide a get-out-of-jail-free card against all liability,\u201d Cesar Fernandez, head of U.S. state and local government relations at Anthropic, said in a statement to&nbsp;<em>Fortune<\/em>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anthropic is instead supporting a separate bill,&nbsp;<a href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus\/FullText?GAID=18&amp;DocNum=3261&amp;DocTypeID=SB&amp;LegId=166031&amp;SessionID=114\">SB 3261<\/a>, which would require AI developers to publish a public safety and child protection plan on their website. The bill also creates an incident reporting system to inform legislators and the public of \u201ccatastrophic risk,\u201d or an incident that could result in the death or serious injury of 50 or more people caused by a frontier developer\u2019s development, storage, use, or deployment of a frontier model.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also covers children\u2019s safety, an aspect missing from the OpenAI-backed bill. Brain-to-LLM users exhibited higher memory recall and activation of occipito-parietal and prefrontal areas, similar to Search Engine users. Self-reported ownership of essays was the lowest in the LLM group and the highest in the Brain-only group. LLM users also struggled to accurately quote their own work. While LLMs offer immediate convenience, our findings highlight potential cognitive costs. Over four months, LLM users consistently underperformed at neural, linguistic, and behavioral levels.
